I have all the stuff I need from hidden arsenal 5-6. I know how the deck functions but I don't know how to make it competitive.

While I'm not a Vylon specialist, I've had enough general experience with the deck to give you some pointers.

Vylon Omega is an exceptionally hard Synchro to summon, since Vylons have few ways of swarming two Tuners to the field and generally revolve around cards such as Cyber Dragon, Ghost Ship and Trident Warrior to give them easy swarming from the non-tuner side. As such, I might recommend the Vylon Element loop with Rod of Silence - by equipping Rod of Silence to one of your Vylons, you can then equip a Vylon Equip, have it automatically destroyed by Rod of Silence, then summon a Tuner via Element and search a new Vylon Equip. Matter resets your equips and is searchable by your Equip cards, so it's a good idea to run it in multiples in a rod build.

Vylons as an archetype aren't as competitive as many of the top decks, and taking it to a tournament would be something of a challenge - which only makes it that much more satisfying when you manage it. Even so, one of the keys to making the deck work is to run as much redundancy as possible - make sure to maintain your capacity to go into basic synchros, with cards like Summoner Monk into Prism and Sphere + Cyber Dragon to give you access to Epsilon + Segment (a 3800atk body with Prism that's untargettable by traps or monster effects is exactly as awesome as it sounds) and can help dominate the field while you gather your combo pieces. Likewise, teching in a Twin Swords and a Mage Power or two gives you access to the Sigma OTK to capitalize on vulnerable opponents without consuming huge amounts of deck space - and deck space is something of an issue with Vylons.

I hope I've been something of a help, and best of luck with the deck :P

That's something that you'd have to work on yourself, although there are plenty of samples around the internet if you're willing to go out and look for them. Generally, you want to max out on your Summoner Monks and Vylon Prisms, as well as Vylon Sphere as an excellent tuner even without Sphere and a handful of easily-spammable non-tuners such as the aformentioned Cyber Dragon and Ghost Ship. Most of the non-tuner Vylons aren't actually that spectacular, but you can easily test out a copy of each and find out which ones work for you. A high number of Vylon Equips is pretty important, with Material and Segment being the most important and the others worth running at least one of to search out when useful. Max out on all of the cards for your combo and run 2-3 Pot of Duality to help you search for your key cards as quickly as possible.

It's also worth running a fair few Xyz Monsters in your extra deck, since if you're only able to spam Tuners with your Element and don't have access to any non-tuners, you can easily go into 2-3 effectively free Xyz Monsters without too much trouble.

I've been summoning Omega several times, and I think I can help. You just need to Synchro using Cube and a Level 4 to get a Vylon Synchro, then search until you have the necessary cards for the Vylon spam. Use it to search Sphere and Tetrah. Then Synchro. run at least 4-5 Vylon Equips in thisone so you have fair consistency.
