I need help understanding how negated effects work.
Cards such as Skill Drain negate effects on the field so they cannot stop cards such as Thunder King Rai-oh because it is no longer on the field when it is negating a summon; however, would cards that just say to negate the effect such as Veiler or Forbidden Chalice stop things like Thunder King that remove themselves from the field for their effect? Veiler can stop Rescue Rabbit and Skill Drain cannot, but can Chalice stop Rabbit?

Skill Drain cares where the monster is located when its effect resolves, it only negates mosnters on the field, so it cannot stop TKing/Rabbit because they aren't on the field at resolution.
Veiler/Chalice don't care where the monster is located at resolution, just that the effect activates on the field, Tking and Rabbit activate on the field, and if Veiler/Chalice has been used on them, the cost can be paid, then the effect will be negated.
