Cannot > Can. Jinzo prevents the activation, so you cannot activate. Simple as that.

Traptrix Atrax effect : This card is unaffected by "Hole" Normal Trap Cards.

You can activate "Hole" Normal Trap Cards from your hand.
The activation and effects of Normal Trap Cards you control cannot be negated.
 
Jinzo effect : Trap Cards, and their effects, cannot be activated. The effects of all face-up Trap Cards on the field are negated.

 

Is this a matter of who is on the field first? Can i activate trap cards because of Traptrix Atrax or will Jinzo override her effect?

Miror B. is correct.  Traptrix stops negations of either the activation or the effect.  Jinzo negates effects yes, but also has an effect to prevent activations, which is not the same as negating activations.
