I would take out Stealthray unless you're planning on using him with Debris Dragon, he isn't very useful against a majority of decks except for his spell/trap destruction effect.
I'd side Huge Revolution for Dragon decks with Debris or Fire King decks, your tokens won't be in attack mode most of the time so your only worries are Dark Hole and Torrential. That entirely depends on what decks you're having trouble with though.
Also, I absolutely LOVE Mecha Phantom Beast Blue Impala. His synchro summoning effect would be iffy here, but he is prime discard material for Machina Fortress because of his token summoning effect. You could also use one Karakuri level 4 tuner guy with his effect to make a two-card Star Eater with Burei. Once he's in the graveyard, you can use him with a majority of your Mecha Phantom Beasts.
Scapegoat may be cloggy, but it makes almost all of your Mecha Phantom Beasts playable and serves as a four monster negate attack if nothing else. Coltwing can blow up a card, Megaraptor can add, etc. Fiend's Sanctuary is more immediate but gives you far less card advantage. I would suggest at least trying it out over one Fiend's Sanctuary, and if you don't like it you don't like it but.
Also, maybe one less Fortress and one more Gearframe. You'll very *very* rarely need more than two of those and Gearframe is a strong early-game play.
